The future of Stockport Homes is set to be debated by councillors this week in a major review of housing in the borough.
The company – which is an arms length management organisation (ALMO) – manages housing stock on behalf of the council.
Stockport Labour has proposed a "full and independent review" about whether the ALMO model is still right for the borough.
If approved, it could mean future changes to the way the council's housing properties are managed.
Stockport Homes is the biggest landlord in the borough, managing more than 12,000 properties in total.
But the Labour group stated that other councils which have discontinued their ALMOs have been able to reinvest "millions per year" to improving services for tenants and residents.
The proposed review will be voted on by councillors this Thursday as part of a Stockport Labour amendment to the council's budget.
Stockport Labour leader, councillor David Meller, told the Local Democracy Reporting Service: "We need to see if the model is the right one for all residents. The council has invested a significant sum of money into it but we need to see if we are getting the bang for our buck and if we can do better by bringing it back in house.
"This is long overdue, it's a reflection of the complaints we get from residents, it's time to have an independent look at whether Stockport Homes and the ALMO model is the right model for Stockport."
Stockport Labour Group stressed that the review is not looking to impact staff working at the company.
At the last full council meeting in January, councillor Matt Wynne, leader of the Edgeley Community Association, spoke about issues with Stockport Homes accommodation in Hollywood Towers with residents feeling at the "end of their tether" with the company.
He added that he is willing to work with other political parties to find a solution to the problems, "with all options put on the table about its future."
Alongside managing the council's housing stock, Stockport Homes is developing new schemes such as a new affordable neighbourhood in Hazel Grove.
The LDRS understands that an independent review of Stockport Homes could cost the council around £100,000 in total.
Stockport Homes was contacted for comment.
