Stockport Council urged to re-think plan for children’s care home ‘in wrong place’ on ‘dangerous’ road

                    Stockport Council has been urged to re-think plans to open a children's residential care home on a 'dangerous' road in High Lane.
It would see the house accommodate up to five children at the property if the scheme is approved.
An application is set to be decided by the council's planning committee this week on November 6.
But 39 people have submitted letters of objection about the plans at 9 Carr Brow, describing the road as a 'dangerous cut through' to the A6 Buxton Road.
Stuart Barton, 56, is a resident who said he worked in the police service for 30 years.
He told the Local Democracy Reporting Service that residents are not against the children's home, but are worried that an accident could happen due to how busy the road gets.
Mr Barton said: "The traffic at rush hour is horrendous, normally it just completely backs up, some child at some point will come out of that home onto the road.
"Last night we had a residents' meeting and there must have been 30 people, they are all saying the same thing, it's just in the wrong place with the traffic.
"I've begged and pleaded to have a face-to-face conversation with the council, but it's not happened."
Stockport council's highways officer raised no objections to the plans to open a children's care home at the site.

Their comments were shared in the planning report: 'No objections raised in principle, noting that the proposal should not result in a material increase in vehicle movements or change in character of traffic on the local highway network in the vicinity of the site.
'The site is within reasonable walking distance of High Lane local centre, two primary schools, a bus route and various shops and services, including a pharmacy and GP practice.'
Greater Manchester Police (GMP) highlighted potential problems in the council's plans for the property.
GMP said in its comments to the council: 'Parking may be an issue particularly if staff numbers and police demand increase.
'This could increase on road parking and potentially interfere with the traffic calming measures and pedestrian visibility.
'Full consideration of how best to prevent or mitigate this issue in the worst-case scenario is important.'
GMP urged the council to consider a number of conditions if the plans are approved, including restricting the use to that of a children's residential care home, and restricting the number of children resident at the property.
Stockport council said in its report that it had 'noted and acknowledged' the objections from neighbours, but highlighted that objections had not been received from the council's environmental health officer, Greater Manchester Police, or the council's highway engineer.
It added: 'It is considered that a refusal of the application on the grounds of impact on the residential amenity of surrounding properties, crime and anti-social behaviour and traffic generation, parking and highway safety could not be justified.'
Council officers have recommended the application be approved at Thursday's planning committee meeting at the town hall.
