Andy Burnham aims to make a 'quick decision' on a rule affecting hundreds of thousands of Bee Network passengers.

Disabled and old people's Bee Network bus pass holders are not allowed to use their passes before 9.30am or after midnight on weekdays. However, this rule has been lifted twice on a trial basis this year.

The first trial took place over August, with a second trial covering November, the Bee Network's busiest month. Transport bosses said they were implemented to see how unrestricted use of the 400,000 disabled and old people's passes would impact running the network.

On Friday (November 28), the mayor confirmed the November trial would end as planned on Sunday, but said he aims to make a permanent decision shortly.

He told a meeting of the Greater Manchester Combined Authority: "We have been trialing the removal of the 9:30am rule. I am informed — it's anecdotal — it has not caused any major issues out on the transport system. That is encouraging given this is the busiest month of the year.

"The trial will come to an end on Sunday so they will be unable to use their passes [early] on Monday morning. However it's my intention to get a quick decision on this. 

"We will bring this matter back to the Combined Authority in December on how we proceed in the new year. We need to move fairly quickly to give clarity on this."

A permanent relaxation of the rule would be welcomed by Greater Manchester charities who argue the time restrictions can prevent older people feeling part of society and stop them making important medical appointments.

Lauren McKechnie, chief executive of Age UK Bolton and Chair of Age UK Greater Manchester Collective, said in October: "This pilot isn't just about feasibility – it's about accessibility, equality, and ensuring that older people can stay active, connected, and purposeful members of our communities."
